Export Control — EU Regulation 2021/821 and Law 185/1990
UAS systems manufactured by Sealight Technology fall within the category of dual-use products subject to EU Regulation 2021/821 on export controls. All exports outside the European Union require specific authorization issued by the Unit for the Authorization of Armament Materials (UAMA) of the Italian Ministry of Foreign Affairs and International Cooperation.
For systems classifiable as armament material under Law No. 185 of 9 July 1990, the authorization requirements set out under Italian regulations apply. Sealight Technology relies on specialized legal counsel in export control matters for every international transfer transaction.
Operating principles
- No sales to parties included in EU, U.S. or UN sanctions lists.
- Preventive end-user verification for every supply contract.
- End-user certificates required for all exports.
- Registration and documentary retention of all export operations for the period required by law.
EASA — Compliance with EU Regulations 2019/945 and 2019/947
Sealight Technology's UAS platforms are designed and manufactured in compliance with the EASA regulatory framework for remotely piloted systems:
- Open Category (A1/A3): platforms under 900 g compliant with standard EN 4709-002.
- Specific Category: systems operating under a SORA (Specific Operations Risk Assessment) scenario, with ENAC authorization.
- Certified Category: certification pathway initiated for platforms with advanced payload and operational range characteristics.
Layer 3 of the operational framework — managed in partnership with Avision — ensures compliance with U-Space (EASA) requirements for low-altitude airspace management.
NDAA Compliance — National Defense Authorization Act
Sealight Technology is designed to be NDAA-compliant by design. Section 848 of the NDAA 2020 prohibits U.S. government agencies from acquiring UAS produced or assembled by specific Chinese entities. Sealight ensures:
- No hardware or software components sourced from entities subject to NDAA restrictions.
- Flight OS based on AuterionOS (PX4 open-core) — explicitly NDAA-compliant.
- Verifiable supply chain: every component has documented origin in NATO allied countries or the European Union.
- Blue UAS (DoD) qualification pathway currently being completed.
GDPR — Personal Data Protection
Sealight Technology S.r.l. processes personal data as Data Controller under EU Regulation 2016/679. Key measures adopted include:
- Record of processing activities pursuant to Art. 30 GDPR.
- Data Protection Impact Assessment (DPIA) for high-risk processing.
- Technical and organizational measures appropriate to ensure a level of security commensurate with the risk.
- Data breach notification procedures to the Data Protection Authority within 72 hours.

NIS2 — Network and Information Systems Security
As a technology provider for sectors included in Annex II of the NIS2 Directive (defense, critical infrastructure, transport), Sealight Technology has initiated its compliance program for the requirements of EU Directive 2022/2555, transposed into Italian law by Legislative Decree 138/2024. The compliance plan includes:
- Assessment of the cybersecurity posture of production and control systems.
- Implementation of risk management measures pursuant to Art. 21 NIS2.
- Registration with the National Cybersecurity Agency (ACN).
- Incident reporting procedures to ACN for significant incidents.
Intellectual Property
Sealight Technology protects its intellectual property portfolio through:
- Filing of patent applications for proprietary technologies developed in-house (3D-printed structures, Li-Ion batteries, PCBs, radio control systems).
- Registration of the "Sealight Technology" trademark with UIBM and EUIPO (procedure in progress).
- Protection of know-how through non-disclosure agreements (NDAs) with partners, suppliers and institutional customers.
- Internal classification of technical documents with differentiated access levels.
